Started with normal briefing about online oral exam procedures. I sailed on PCTC vessels. So, he said you will on PCTC vessel throughout the exam but he may change ship type to ask other questions. Below is summary what he had asked me.
1. Asked me crew nationality of my last vessel. It was multi nationality ship. So as a master of the multi nationality crew how would you maintain harmony onboard.
2. One crew complain that Bosun has made racial comment on his religion. Action
3. Validity of dispensation from MCA
4. Statuary certificates.
5. MLC, DMLC1 &2 in details. How you make sure MLC is in compliance.
6. IAPP certificate content. IEEC & EIAPP. EIAPP is only for engine or emergency generator as well.?
7. Safety officer and safety representative selection criteria. Where you will get all info?
8. At sea, you are in cabin and heard MOB signal (Own ship). Action? What all things you expect from duty officer before you go on bridge. How many ways to turn ship. Person out of sight. Search and rescue. Which pattern. You are all alone. Use IMSAR vol 3 for MPP.
9. How to recover person from water. Ship specific plan. (Mandatory). Procedures after you recover the person.
10. Loading heavy units on PCTC. What all info you will get from shipper. Paper work involved.
11. Content of cargo securing manual. Loading non standardize cargo onboard. (no provision given in Cargo securing manual). How you will proceed.
12. Magnetic compass- share Picture of Magnetic compass on screen. All parts explanation. Coefficients A, B,C,D in details. Correction methods.
13. Cadet is only person checking deviation since last two months. And he reported to you that deviation is out of order. Basically, check yourself or by another officer. Once I said that then he said deviation was ok. Cadet don’t know to check deviation by Azimuth method. I Went through all procedures for checking dev.
14. When you call for compass adjuster. What checks you made before you call him.
15. Buoys – port hand lateral mark (region A), W,E cardinal mark, Preferred channel (can). He asks explain only buoy light and rhythm. Heading 172 for cardinal marks, secondary to main for preferred channel buoy.
16. Lights- FV gear extending more than 150 m. Tug and tow with RAM lights towing partly inconspicuous object with breath more than 25m, tow length more than 200, towing vessel length more than 50m
17. Normal PDV more than 50m, what else it could be, Towing vessel less then 50m towing length less then 200m lights. – He asked me to explain all – Nav status, day shape, fog signal.
18. ROR situations- Narrow channel-PDV crossing from port side and same time you are overtaking another PDV- action. TSS- You are on CBD, PDV crossing from port side and FV crossing from Stbd., Asked me responsibility between vessels. Action
19. RV- Two targets, Port bow no ROC, Fine Stbd quarter with- ROC – I altered port. Ok MR. Vashisht – Your exam is successful.
