    Examiner: Jason Pateman
    Duration: 1330 – 1445
    Experience: Offshore Supply vessel (DP2) and Accommodation Jack up barge (DP2)
    Result: Passed 1st attempt

    Examiner came on time. He went through all rules for examination.
    Told me you would answer all your answers as a Master on UK flagged vessel.
    1. Tell me about your last ship? I told I was on a Jack up barge and some talk on how we operate the jack up barge, approaching platform, positioning of gangway etc.
    2. He put me on a UK flagged Offshore Supply vessel and asked what all certificates do you take over? He wanted all certificates I missed 1 or 2 he guided me to get all of them. He likes to hear about insurance certificates such as BOPIC, wreck removal as well.
    3. What special certificate do you have on Jack up barge and what regulations does it come under? I told about MODU code safety certificate and the Jack up barge hull, machinery, equipment, LSA, FFA should be built to the standards of MODU code.
    4. What is certificate of class?

    6. Where do you find owner’s details? I answered its in DMLC Part 2, He said its on the MLC certificate as well. There was some talk about contents of DMLC Part 1 and DMLC Part 2
    7. What are Masters obligations with respect to Official Log Books? He wanted all entries, content in Narrative section.
    8. What sections Masters would sign?
    9. How does company prepare SMS based on ISM code? Another way of asking functional requirements of SMS. Apart from that he wanted to hear about PMS, critical equipment, RA
    10. Let’s say you have electronic format of SMS and 2nd off wanted to printout SMS can he print it out? I was a bit stuck here, I recalled that my company had SMS in electronic format online, so if you print out and there are any amendments it may not be reflected in the printed version, so he can’t print it out the entire SMS and keep but he can take printout of some procedures for reference only. He was happy with that and said it is there in Documentation section of ISM.
    11. Now you are in Mid sea on a general cargo ship and 3rd officer calls you at 11pm saying that Gyro is wandering (Gyro failure) Actions? Go through SPARRC. I mentioned about hand steering by magnetic compass. Keep 2 AB on bridge with OOW for hand steering alternatively. Look for HOR
    12. What certificate does it affect? SEQ
    13. Now you are arriving at port whom do you inform? Company manager, Port authority, Pilot, classification society (RO) he said for a vessel there may be more than one class issuing various certificates but the one which issues Certificate of Class and is RO under MCA should be contacted. Later there are no repair arrangements at port and it led to dispensation from Flag.
    14. Now again you are in mid sea on a general cargo ship. 2nd officer calls you at 2 am and there is oil leak in engine room and fire, he has pressed emergency shut down on engine. Actions as a Master? He gave me time to pen down something if I wanted. I went through the whole process duties of each crew member.
    15. Later he said fire is out of control now what do you do? C/E to Releasing fixed CO2 system, he wanted to hear that I will take a head count again, check any access points open, close it and then release it. I also said preparation for abandoning the ship.
    16. How do you know CO2 system has been released? Check in the CO2 room on deck, again MFP don’t enter CO2 room directly, it is dangerous space, use BA set to enter. In the CO2 room I told that levers will be in open position if released, he said asked what will happen to the release lines? I said it will be cold. He asked what happens to the CO2 nozzle if you release a CO2 extinguisher? I said it will be cold and turns white. He wanted to hear that froth will be there on the release lines.
    17. How to check effectiveness of CO2 system after release in engine room? I said temperature checks on deck, look for reduction in smoke and CCTV checks if available.
    18. Masters standing orders for navigational watch? MGN 315. I said call me if in doubt he didn’t like that, 3rd off will always be in doubt and instead I should put “call me if you need any assistance”
    19. What CPA/TCPA would you like to keep? Let’s say it’s not mentioned in your SMS. I said 1 NM and 30 minutes. What if OOW cant keep the CPA/TCPA? Call me immediately.
    20. Last ROR He put me on a PDV in TSS and I am overtaking a FV. ROC exists. How do you explain situation to 3rd officer.
    He wanted me to mention about all applicable rules, Rule 10 impeding situation explain 8f(i),(ii),(iii). Went to Rule 18 link it to rule 13 and take action.
