    Examiner: Jason Pateman
    Result: PASS

    Duration: 1 Hr 10mins
    I logged in 15 minutes early. Examiner was 5 minutes early and asked for Photo ID,
    then showed me my NOE and asked to confirm if it was me and all details are
    correct. Then he talked about MGN 69. He said what ever questions will be asked,
    consider yourself on your last vessel and the vessel is UK flagged….
    1. According to what all conventions you will take over as master on your last
    vessel (Crude oil tanker). (I went on…. SOLAS, MARPOL, STCW, MLC,
    BALLAST WATER, ANTI FOULING, TONNAGE, LOADLINE, IHM,
    NAIROBI, CLC, CLBC..THEN HE ASKED WHAT ABOUT COLREGS, I
    SAID YES IT’S A CONVENTION….THEN HE MENTIONED FAL, SAR)
    2. You mentioned SOLAS, what all certificates you will find under SOLAS.
    3. You joined vessel as Master, and you are expecting renewal audits for ISM,
    ISSC and MLC. How you will prepare your vessel. (I spoke for good 25-30
    mins, explaining each items and completed my answer….after delegating
    duties I will decide on a deadline date for closing meeting….and whatever
    observations, NC, MNC will report to company & MCA, and whatever
    rectification required, CAP, etc required will be followed before the vessel is
    presented for renewal survey)
    4. Then he asked me as a master how you will comply your vessel as per
    MLC. (I went on explaining each item in detail). Then he stopped me in
    between after 10 mins and moved on.
    5. You mentioned MLC, how the vessel gets MLC, DMLC1, DMLC2 certificate.
    (Explained the certification process).
    6. What is the Difference between DMLC1 & DMLC2( He was not happy with
    my explanation of DMLC1. I mentioned that DMLC1 is issued by MCA and
    its list the elements/requirements basis which MLC is issued initially by
    MCA. He told me that DMLC 1 is what Flag state requirements are and
    exemptions if any)
    7. Then he moved on. Then asked you mentioned about SEA. Who signs
    SEA? I mentioned ship owner or his authorized signatory and is mentioned
    in DMLC 2. He agreed. Then he asked who is the owner? Then I was
    confused and he said what all certificates mention “ship owner”. I mentioned
    certificates, CSR, ISM certs and so onnnn. Then he asked you mentioned
    CSR, ISM DOC, SMC then MLC so who is the actually the owner who signs
    the SEA. I was totally confused now.
    8. Then he asked me ok tell me the objective and application of ISM. I started
    ISM in detail. Then he stopped me and asked, answer me how OOW will
    answer. I mentioned about PEP and avoid human error.
    9. Then he asked me, so what does ISM do differently? I said lot of shit on
    ISM!!! Couldn’t understand what he was looking for….then he directed me
    that if as per Marpol you have ORB filled up correctly, your OWS is not
    working and still oil goes in water….I immediately said ISM is all about
    procedures.
    10.Again he came back to the same question. Then he asked can be the
    owner in ISM certs, or Owner mentioned in CSR, I said it can be the owner
    or technical owner. Then he went on explaining that vessel registered
    owner, ISM owner and MLC owner can be separate. At Master level you
    should know the difference.
    11. Then he moved on, you are going on a voyage from east coast America to
    medi. Your 2nd officer has prepared a passage plan on the ECDIS and
    called you to verify the passage and approve the ECDIS passage plan(I
    started explaining all the things I will check before approving the passage
    plan)
    12. Then he asked me you mentioned safety parameters, what you will check in
    safety parameters…. Then I told him as per the company calculation sheet
    for safety contour, safety depth I will check whether calculations are
    accurate or not…. Then he asked me how you will verify the calculations
    are correct…He actually wanted the formula….I was really not able to
    recall….whatever I could recall I told him… and this discussion went on for
    10 mins for various scenario and then he actually asked me to calculate the
    safety contour…. I was not really sure whether HoT is added or
    subtracted….But I gave him the understanding that nothing will trigger the
    alarm on ECDIS except Safety contour. That it automatically will choose the
    nearest higher contour of your entered value.
    Then he said at master level you should know this, what your 2nd mate has
    prepared is correct or not….
    13. Then he moved on to RoR
    YOU ARE THE GREEN VESSEL. YOUR 2ND MATE IS ON THE BRIDGE. YOU
    COME UP ON THE BRIDGE… NO RISK OF COLLISION. WHAT YOU WILL
    ADVISE YOUR 2ND MATE REGARDING THIS.
    I WENT ON EXPLAINING RULE 10 TSS, ABOUT ITZ, SEPERATION ZONE,
    GENERAL DIRECTION OF FLOW. THEN I WILL TELL MY 2ND OFFICER TO KEEP
    A GOOD LOOK OUT, MAINTAIN SAFE SPEED, KEEP MONITORING THE
    VESSEL AND DETERMINE IF RISK OF COLLISION EXIST.
    THEN HE TOLD ME HOW YOUR 2ND MATE WILL DETERMINE IF RISK OF
    COLLISSION EXIST, THEN I SAID HE WILL TAKE A SERIES OF COMPASS
    BEARING TO DETERMINE IF RISK OF COLLISION EXIST, ADDITIONALLY
    OTHER MEANS, RADAR/ARPA……THEN HE SAID WHAT ACTION YOU WILL
    ADVISE YOUR 2ND MATE TO TAKE AND WHAT RULES YOU WILL ADVISE HIM
    TO LOOK FOR…..I ANSWERED AS PER RULE 10… ALL RULES APPLY….THEN
    I MENTIONED RULE 18 STATES THE RESPONSIBILITIES WHERE PDV IS
    RESPONSIBLE FOR FV, BUT IT STATES WHERE RULE 9,10, 13 STATES
    OTHERWISE…AND AS PER RULE 10, FV SHOULD NOT IMPEDE THE
    PASSAGE….BUT THIS IS A OVERTAKING SITUATION…WHERE IN RULE 13 IT
    PDV FV
    STATES NOTWITHSTANDING ANY THING CONTAINED IN SECTION I & II
    OVERTAKING VESSEL SHALL KEEP OUT OF THE WAY…
    THEN HE ASKED ME WETHER FV IS IMPEDING THE PASSAGE OR NOT…I
    SAID YES…HE SAID THEN WHAT ABOUT IMPEDING PASSAGE, WHAT RULE
    YOU WILL EXPLAIN TO 2ND MATE…. I SAID RULE 8F…I WENT ON EXPLAINING
    RULE 8F(i, ii, iii)…. I SAID RULE 8F(iii) ACTION TO AVOID COLLISION…. FOR
    VESSEL WHOSE PASSAGE IS NOT TO BE IMPEDED REMAINS FULLY
    OBLIGED TO COMPLY WITH THESE RULES, AND THIS IS AN OVERTAKING
    SITUATION.
    THEN HE SAID WHAT ACTION YOUR 2ND MATE SHOULD TAKE IF FV IS NOT
    TAKING ANY ACTION…
    I WILL ADVISE 2ND MATE OF ALL THESE RULES AND EXPECT HIM TO GIVE 1
    SHORT OR 2 SHORT BLAST AND OVERTAKE FV FROM EITHER PORT OR
    STBD SIDE.
    Then he said, I think we have done for the day…..Always advise your junior officers
    that main part is to avoid collision…..In this situation 7 rules are
    involved….understanding of rules is very important for them…Master should ensure
    rules understanding is there for all junior officers onboard and they should take
    action to avoid collision.
    Then he gave me the feedback…for AUDIT preparation you spoke like a Master…
    You delegated the jobs to officers and engineers and mentioned random
    verification….MLC compliance was very well explained…Certification part was good.
    But at master level you should know the difference between OWNERS of ISM,
    Registerd, MLC. At master level you should know the safety parameters calculations,
    as you have to verify and approve the passage plan.
    I really thought I had flunked….
    But finally, he said, but I know you will go back and look for the calculations part of
    ECDIS safety parameters…For me you have done well, congratulations, for me you
    are a PASS.
    Jason Pateman was very practical and did lot of brain storming, he was more into
    the candidate thinking and answering the questions as a Master. I was fortunate
    enough to get a fair examiner.

    videos were of great help, went through almost all of them.
