    Re-Sit
    Exam Duration: 1 Hour.
    Result: Pass

    Introduced himself and went through all formalities.
    Then asked me present rank and experience. And whether it was first attempt, I mentioned no it was Re-sit. Asked me regarding what happened before. So mentioned to him where I went wrong.
    So he said ok never mind, lets see how it goes today.
    1. Casually asked me talk me through how will you go about taking over as a Master on your next vessel.
    Induction and general vessel information, SEA, ENG 1 Medical, forgot to mention Electronic Handing Over. Reach vessel, general inspection of ship’s hull, paintwork, markings, gangway, Net, Notices, Gangway watch, ID check, walking to accommodation check how well vessel maintained.
    Then reaching Accommodation, will be greeted by outgoing Master, Safety and Security briefing. He stopped me there and asked next question.

    2. MLC issued certificates, under ACS.
    3. Masters responsibility as per ISM.
    4. Grey water discharge criteria
    5. What are the insurance certificates issued by MCA
    6. What does SMD tell you. Rephrased – What is the rank of officers mentioned in SMD. What terminology is Master mentioned in SMD, chief officer, etc. as per STCW. – couldn’t seem to answer this one. But he just moved on. Made a note.
    7. You have a young cadet come onboard. So how will you go about teaching him.
    8. Is there any record book for them?
    9. Will you give him work at night?
    Said ok I will share screen for buoyage, then we will continue with the Talkies.

    Said I am on a Southerly heading and you see these 2 buoys. Tell me which side will you pass. I saw the screen and mentioned I will pass between them. He seemed a little uncomfortable with how fast I answered that, through his expression. So I went on and elongated my answer. Identified the buoys and then gave him action again, pass between the buoys. Then said ok. Continued with talkies.

    12. What all is required as per ships energy efficiency certificate.
    13. IHM certificate, who issues it. Purpose of it.

    18. You go to a port and there is no facility for the vessel to discharge garbage. So what are you going to do about it
    19. What is D1, D2.
    20. Asked me if I had BWTS on previous vessel. I said yes. What are the problems that you could encounter with muddy port waters. I mentioned that the BWTS cannot perform to full capability. So we have to normally slow down cargo operations to cope with the ballasting operation, to maintain vessel’s stability.
    21. You are to carry out PSC expanded inspection. What vessels does it apply to.
    22. What is ESP. What vessels does it apply to.
    23. How do you prove to a PSC inspector that your electronic certificate is genuine and not a fake. – I thought about this one for a bit, then mentioned that I could show the Inspector the actual email from where this certificate Originated. If it was genuine, the email address would have to be of some organization. He was fine with that.
    24. How do you make a change to CSR. What does it contain. Annex 1, 2, 3.
    25. What is open moor and running moor, what are the risks with open moor.
    26. How will you choose an anchorage area what all factors to consider.
    27. It’s been 3 months and it is the last day for you to carry out boat drill. V/l is in port.
    Port doesn’t allow you to do it. What will you do. – First make an NC, for not being able to comply with requirement. Then anchor vessel outside port. Inform company about requirement and carry out drill.
    28. What are the safe considerations for carrying out L/boat drill. – Mentioned about state of sea, current. Visual condition of Davits, before actual drill. Talked about it for a while. He asked me in between, will you put people inside the boat before lowering. I said no. Will use accommodation ladder for boarding from vessel. If not possible, use Open type rescue boat or call for shore service boat. He moved on.
    29. You are asleep night time in cabin. 2nd officer calls you and says he has received a distress alert on MF DSC 2187.5 kHz. Actions.
    30. You are going for rescue operations. There is a life raft with 3 people onboard 12 NM away. How will you go about it.

    31. Said now I will share screen, for ROR.
    See this slide, you will see a vessel appearing on the port side. After sometime, you will see the day signal. Identify the vessel and tell me what action will you take.
    ( was an animated moving slide, as if you seeing out of bridge window and you see vessel on port side very small and then increasing in side and then finally see clearly the vessel and finally the day signal as well.)
    Was a Tug with Tow more than 200m, crossing from Port side.

    Mentioned stand on with caution and if she doesn’t take any action, will sound 1 short blast and alter to Stbd. Can you go to port. I said no PDV on port side.

    32. See next slide and same once you see the day signal tell me what action you will take.

    Vessel was right ahead, seems to be a container vessel at first, once comes closer, then see 3 black balls in vertical line on main mast. Mentioned action for aground vessel right ahead.

    33. Showed next slide. Was night slide, with CBD Probably more than 50 M crossing from Port Side. Asked for action. And If I could go to port.

    34. Showed next slide as under. Risk of collision with vessel on Port side. Who’s duty to keep clear.

    Mentioned You are on North Heading, all bearings are relative. Mentioned the top most dot is the first blip, what is this one , I mentioned “O”.
    Pointed to third blip asked me to identify, I mentioned “A”. Then pointed to the green one saying this is “W”. You can draw it on paper and tell me your action. I drew on paper and answered That I am overtaking the vessel. He asked for action. I mentioned alter to STBD. Can you alter to Port – I said yes I can go to Port.
    After you alter course to stbd you hear fog horn forward of beam – Action.
    I mentioned that I will take all way off and slow down to maintain steerage way, then realized something and reconfirmed with him, whether was it a normal fog signal or continuous fog signal. He mentioned normal fog signal. Also added the other vessel is 3 NM away. I said that means it is definitely not coming from that vessel. So he asked what could it be? I mentioned that it could be a small craft that is not being picked up by the RADAR. He said so it could be anything, Yes? I said yes. Then continued my answer and mentioned take all way to maintain bear steerageway open bridge wing doors and monitor and wait for the sound to pass clear. Once passed clear I will resume passage.
    36. What will be your standing instructions to an OOW. (General calling master)
    37. 2nd officer calls you and informs there is fog. What will you tell him to do. – I mentioned that I would immediately go onto the bridge. Take over conn. Etc.
    He stopped me there and said you will be taking time to go on bridge. So what will you tell the duty officer on bridge to do in the meantime. Told him call additional lookout, helmsman, hand steering, fog horn and switch on nav lights if not on, call engine room and ask for Manoeuvering speed.
    He said ok, I am going to pass you, Congratulated me and wished me best of luck.
    He did push questions in different ways to try and get answer out of you, if you paused from your general rhythm of answering for thinking.
