    Time of exam: 9am 40 mins
    Introduction. Checked ID and had a look around the room. Told me he would be recording the exam. Asked who else is in the house. Checked my phone was off.
    Started off the exam with Master’s responsibilities under the ISM code? PMCVR
    How to motive crew with regards to the ISM code? Lead by example etc
    New regulation just come in. How would you go about updating the SMS? Change request. I went through the procedure and then he asked if I would implement it before I received the update? I said I would call a meeting to discuss with crew. He wanted me to get a written statement from DPA to implement whilst company updates the SMS.
    Why do we need to have classification society? Who issues the certificate of class? What is the difference between RO and class?
    Do you know of any survey schemes? ACS and EAS. Stopped me after explaining what they were.
    What’s on the IAPP certificate? Details of fuel burned, sulphur content, ODS, details of incinerator, scrubber system if fitted.
    Vessel has just completed bunkering operations. What to check as Master? Oil record book filled out, checklists, samples taken and analysed, BDN etc
    How long are fuel samples kept onboard for?
    Engineer has come to you to sign the ORB. Would you sign it? Checking to see that I would do random sampling.
    You have a MNC. What would you do as master? He didn’t say where, so I took control of the narrative and gave an example of crack in lifeboat hull in port, RA, CAP and dispensation rom flag. He then asked about what’s in the flag dispensation. Wanted the specific time frame to rectify.
    AB says that he is being bullied by chief mate. What to do as master? Investigate and full disciplinary procedure. He said the chief officer was not happy about the action taken by me. What can he do? And who does he inform?
    Complaints procedure as per MLC. Right to appeal. He can inform flag
    Signing on new 3rd Engineer from a different country (can’t remember which) asked about his COC. Then asked about his ENG1 from the same country.
    At sea and coastal navigation. Black out. Engine failure. Action. Talked through initial actions. He told me there was no where suitable to anchor and my ship is drifting towards land. Escalated from Securite to Mayday. VTS and MRCC for assistance. I prepared SOPEP kit and request towage to a port of refuge. Mentioned company, DPA, P&I, H&M and flag.
    Who is responsible for health and safety onboard? EVERYONE
    How could you improve the safety culture onboard? I felt I’d already covered it, so I went through similar answer to how to motivate crew but mentioned well rested crew (HOR), no blame culture, review and improve an learn.

    Then asked which anchor and why? How would I calculate how many shackles to use?

    OOW has called me to the Bridge due to high traffic density.
