Duration: 60 Minutes
Started off with usual formalities, then asked for a brief background of my experience (cadetship on cargo ships and EOOW onboard cruise ships)
The examiner is friendly, told me at the start that if he asks something and I don’t know then to tell him and he can reword the question or we will move on, not to guess. I found that he would ask me something and let me talk and then he would probe me for more if he wanted it.
1. New second joining a ship, what are and where can I find my responsibilities
Discussed SMS for specific duties both in work and for emergencies, plant maintenance, recordings and training exercises
Assisting chief engineer and overseeing management of engineering department
Plant operations and maintenance for all equipment
Maintaining record keeping, PMS & documents like ORB
Overall support for department both in and outside of work
2. He then asked what else is included within the SMS that is useful
Information on DPA
Specific checklists for ship operations
Defining ranks for people and familiarisation
Safety and environmental policy
3. He then said I am the designated safety officer onboard what are my duties outside machinery
Drills being performed as per COSWOP and recorded
Safety culture onboard
Investigating near misses and corrective action
Safety equipment maintained
4. What specific technical certificates are onboard and their validity
Mentioned MARPOL and certificates for annex 1,4,6
5. Then asked for details with them all
MARPOL Annex 1 responsibilities as a 2EO, plant and discharge regulations and locations we cannot do it (Antarctica)
Annex 4 plant and discharge regulations
Annex 6 what is involved NOX, SOX ODS records for them, their limits
Annex 6 he asked for reduction systems for NOX I mentioned we have a water fuel emulsification unit and how it works. He then asked if we have any scrubbers, I told him we have open loop type, and he asked if we can use them in America
6. What documentation is connected to NOX and what is included
NOX technical file
7. Shared his screen and showed me a star/delta circuit asked me to identify it and explain its operation and why it’s used
8. Shared his screen and showed a HV distribution system for passenger ship (Dennis Hall drawing) and to explain it, then quizzed me on harmonic filter and why its there
9. Asked me about switchboard safeties what we have, just wanted me to tell him didn’t ask to explain any
10. Asked me a scenario-based question, I am a new 2EO onboard and notice the earth monitoring equipment is turned off, I ask the watchkeeper why and he said chief says to leave it off what your actions are:
Mentioned speaking to chief to confirm then reasons why and if we can turn it on as its safety critical
Examiner then says chief is a bit soft and said we can’t because captain doesn’t want to split the distribution system what will you do then
Said about going to captain with chief for support to explain that this piece of equipment must be on
If captain refuses contact DPA to let him know
11. Explain how you would plan works to perform maintenance to a HV/LV transformer
Use of SMS for switching plan and isolation, using trained personnel as per HV certificates
Once I got to the point of applying the local earths, he was happy and moved me on
12. Explain power generation, he said he doesn’t want a simple answer of a primer mover turns an alternator but detail for making the electricity and controlling it:
Listed the individual components, prime mover, stator, rotor and their construction
Use of excitation system
AVR for control
13. Water product and treatment onboard my roles as a second and maintenance
Monitoring the condition and quality of water
Maintaining treatment (chlorine) and recording and testing
Performing super chlorination
14. Shared his screen with an old fuel pump, asked me to tell him how I would check the timing
I asked him if he wanted me to go from isolation etc and he said no I have already done all that, just literally the process for job

15. Showed me indicator cards for early, late and leaky injector and asked me to identify and explain how I know and the reasons for them
16. Scenario question, I am a second on duty get an alarm for high temperature on the cylinder we had late ignition on what I am thinking
Said a fire and he asked for my actions
17. Showed me a Hamworthy sewage treatment plant and asked for explanation of operation
18. Contractors have been onboard and have changed a compressor on a refrigeration plant, but the plant is not running efficiently what’s my actions and thoughts
Mentioned checking various components for undercharge etc
Mentioned air in the system
19. How can we remove the air from the system

We then finished and he confirmed I had passed. He then mentioned the question about the earth fault and how it was something he experienced as a survey. Had a little discussion about his experience, he sends an email to confirm your result and finished. -
