KeymasterChief Mate Unlimited Orals Report Examiner: Alec Keep (online) August .2023 You are Chief Mate joining a ship for the first time. You see the loadlines on the ship. What are the dimensions of the loadlines? How long are they? What is minimum spacing between them? What is Type A and Type B vessels? Where could you find more information? How do you operate a Watertight door? What is a watertight door? You are now on a solid cargo ship- what else would you inspect for Loadline surveys? What cargo ships do you know that sail around the world at the moment? What is the main cargo carried? What types of cargo do general cargo ships carry and what would the issues of loading cement be? You’re now on an oil tanker. How do tankers load diesel cargo? What are the physical arrangements for this and where would it be controlled? Here is a synoptic chart- tell me what the main system you see here is (It was a low pressure system North Atlantic). What is this also referred to as? What can you see? What is a Trough? What would you expect at the passing of the warm front? What would you expect if you were sailing through a low pressure system and the weather you would experience? Here is a radar screen- is this ground stabilised or sea stabilised. (I took time here- drew absolute blanks as my nerves were fairly shot!) How do radars operate? Why do radars paint the picture on the screen? You mentioned a slotted wave guide and power but how does a magnetron operate? Back to the radar screen again. You see this target in broad daylight (target was stbd quarter). Second screen then. Another target on stbd beam with land on port quarter. Is this ground or sea stabilised. What are the vectors? Would this be true trails or relative? Also you see the heading marker? What are the inputs to the radar for heading and course? What is the speed input? What is speed input for ground stabilised? You are now Chief Mate and have been designated the Ship Security Officer. What are your duties for implementing the Security Plan? What are the 3 parts of the plan? What else would you do? How often is the ship, shore and Flag company drill run? What types of drill could you run? How would you stop an intruder? (At this point I tried to raise a laugh by saying on an RFA we have a different approach to intruders- he did laugh. Good!) How often does the certificate last for?
What cargo did you mainly load on an RFA? Tell me about the IMDG code and your segregation policies? Could the EMF you have onboard ever be a seafarer?
What is the definition of a seafarer? You mention MSN1848 and MLC 2006, what is the SEA?
Where did the ISM Code come from? What are the certificates required for the ISM Code? What is the SMS? How would you know if you were defaulting on maintenance on the PMS? What is the Enhanced Authorisation Scheme? What are the principles of the ISM Code?
What are the stability requirements for a Grain ship? How do you load Grain? How do you make sure it doesn’t shift?
What is a GZ curve? What is it also known as? What are the 6 requirements of the Intact Stability Code? How would you know if a Grain Ship complies with the code?
Have a look at this Nautical Chart- what is this symbol in the middle of the chart? It was a port hand lateral buoy. What are the characteristics of this buoy? How would you know if you are region A or region B? What does IALA stand for? What is a Racon?
Tell me about Navtex- what frequency does it operate on? What is the range of Navtex and where could you find more information? What legislation is it covered under?
How does the EGC system work? How many satellites is under the INMARSAT C system? How does the system operate through the LES, satellites and ship coverage?
What is a time stamp/time corrector? Where does SAT C cover to what latitude?
Captain calls you to the Bridge and asks you to oversee the passage plan from UK to Us East coast Tell me how you would passage plan
He said he needed a break at this point for technical reasons as the buoys weren’t loading up and he wanted a cup of tea. Came back and exam restarted.
You are in IALA A, outbound from Southampton and you see these (they were actual photographs of buoys so a bit smudged in places). I want to know your action.

What do you know about the maritime pollution regs? Engineers want to discharge bilge water from the cargo spaces. What is the difference between open and closed loop scrubber systems? What are the fuel requirements for inside and outside ECA?
Smoke detector goes off. What are your actions as Chief Mate? What would you expect on the Bridge if it is found to be a fire?
How would you want to send your team in? What would you check for?
You are now navigating your ship through coastal waters. Tell me about the interaction that would be played as you were RASing with another vessel? What is that interaction effect called? How would you want a pilot vessel to approach your ship?
Here is a radar plot. You are in Res Vis. What actions would you take? Vessel was on my stbd quarter.
In terms of COLREGS, what vessels do these apply to? R1a.
What is the definition of a vessel engaged in fishing? What lights would they exhibit for you to tell they were restricted in their manoeuvrability?
What is the definition of a seaplane?
What is the definition of WIG craft?
How can you make an assessment of visibility? Rule6
