KeymasterMaster’s Unlimited Oral – Capt. Bill Bennett – 05/05/2022 – 1 hour 45 minutes
Capt. Bennett logged into the Team’s meeting at exactly 0900hrs, he has an extremely pleasant demeanour and completely puts you at ease within the first few exchanges.
Brief talk about my past experience and a run through of the online exam protocol, quick look around the room, check phone was off, etc.
After about 5 minutes introduction and pleasantries it was onto the questions, Capt. Bennett let you talk and wouldn’t interrupt but if there was something else that he was after he would probe. There were lots of questions asked and it was a very thorough examination.
– You are to join a Bulk Carrier as Master in Glasgow, Ballast passage to Panama for orders, talk me through the handover procedure starting at the Ship’s Office.
– MLC – How as Master do you comply with the MLC?
– SEA – What is it? New Polish Second Engineer joins, what do you check on his SEA?
– OLB – What entries are made?
– New Chief Officer joins on Bulk Carrier, tell him what you know about SOLAS Chapter 12?
– How to brief the Second Officer on the Passage Plan from Glasgow to Panama?
– What is a Composite Great Circle, what is the type of sailing along a limiting latitude?
– Weather – what is a depression, what are fronts, what is an occluded front, weather associated with cold front, what type of weather other than rain associated with Cumulonimbus clouds?
– Tropical Revolving Storms – how are they formed, what areas, how do you know where you are in relation to the TRS. Avoiding action if in the Dangerous Semi Circle and action to take in the Navigable semi-circle.
– Onto a Container Ship and new Second Officer joins, run through keeping a safe in port Cargo watch and all of the duties involved. Particularly interested in DG Cargo.
– Standing Orders, what are included in them.
– Reports from the Second Officer that there are high deviations with the Intercardinal Marks, what would your actions be? Mentioned about suspect Retentive Error and an alteration of course should rectify, but he was after something else and was on this question for a little while, in the end I said that I would book a compass adjuster at the next port of call and other than an alteration of course and the usual checks then I wasn’t sure – he moved on here thankfully.
– New Cadet onboard, explain to him about the ISM code?
– What is Master’s Overriding Authority and give examples – gave lifeboat drill delay as an example in heavy weather.
– Ok, as you mention about Lifeboats, talk about the launching procedure of one.
– Stability – What is a GZ curve?
– Draw a GZ curve of a vessel with an Angle of Loll and show camera, why does the vessel stay at the angle of Loll, what type of lever is it?
– Intact Stability requirements.
– Contents of a Stability Booklet
– What is an inclining experiment, when do you need one?
– Explain what Salvage is? What is SCOPIC?
– Second Officer calls you up, your vessel has run aground, actions?
– Vessel manages to float free on the next high tide, what are your options are Master, Propellers, Rudders all damaged.
– Gyro Compass failed, initial actions and then more concerned and aiming the question with regards to the replacement of the Gyro Compass, what certificate this affects and how to get dispensation from MCA.
– Then onto radar plot – own vessel course 045 and vessel plotted at 045, gave first plot, 2nd and 3rd. complete the plot using your radar plotting sheet and then what is your action.
– What is Rule 9?
– What is Rule 7?
– Action with FV dead ahead, NUC on Port Side Crossing, Vessel on Stbd Quarter overtaking – explain how you know he is overtaking, PDV crossing from Stbd Side
– Lights –
– Sailing Vessel with the additional all round lights viewed from dead ahead with a slight heel
– NUC not making way
– RAM engaged in Towing seen from Astern
– V/L Aground – Second Officer calls you and this is sighted dead ahead – action
