Captain Bates – Result : Pass
Duration : 1 hourLogged on 10mins prior to exam and examiner joined immediately. He informed he’d be a couple of minutes and then once online he started by saying that he’d just come from a small boat survey. The boatmaster hadn’t impressed him at all as he didn’t know anything about a SART or how to use/test them.
He then asked about my previous experience and type of ships sailed on / areas sailed / cargo carried. He then pulled up my last ship on Thetis and looked for the last PSC deficiencies found. They related to PPE and LSA but he thought they were petty and moved on to main questions:
• What do you know about management styles onboard?
• How is a safety committee put together?
• What are the responsibilities of the Safety Officer?
• Now you are in port on general cargo ship, loading cargo and C/O comes to you and says there are DG items on the dock that aren’t on the loading plan. He gave weights and DG categories for the items as well. What do you do?
• Agent says it fine to load as per our certification.
• Next he said we’re about to depart East Coast UK to go to East Coast USA / Canada (with new C/O but experienced 2/O, 3/O), what are the voyage planning considerations?
• What are considerations around fuel? Sulphur limits in and out of ECA?
• Gave me today’s synoptic chart. Asked what conditions I’d expect on passage (high pressure was over Bay of Biscay and West Atlantic)
• Which way round the UK would you transit based on synoptic chart?
• What checks do you do to confirm ECDIS can show right symbols?
• What symbol would be present if ECDIS couldn’t show a particular symbol?
• 2/O comes to you with Week 26 ECDIS update disk. But weeks 23,24,25 haven’t been done. How will you advise them?
• How does an Emergency Generator start?
• Showed a pic of magnetic compass binnacle. How do you know if it’s standard mag compass or TMC?
• Showed me radar picture (as we saw in class). What is wrong with it?
• ETO says that to fix it we need a spare and we haven’t got it. Actions?
• Showed an overview chart of Singapore Strait. What are areas in between TSS lanes with exclamation mark?
• How would you act here?
Buoyage
• Port lateral with preferred channel to Starboard – Region A (just wanted what it was from pic)• East Cardinal – plus where is the safe water?
RoR
• PDV with warship (10 miles) stbd bow calling on VHF to stand on. Advice for OOW?• NUC on port bow
• Lights for V/L engaged in fishing, says it’s stopped in TSS, therefore other light is gear extending > 150m
• Could you be overtaking it?
• He said I’m getting closer to it now.
• Lights for mine clearance vessel. What is it?
• Is it a PDV?
Then he said he’d seen enough and the office would send the certificates in due course.
First half I felt I nailed, and second half was a bit more laboured but by knowing the specific words within the rules, and how they interact with each other got me out of dodge.
