12 September 2022, 14:30-15:20Captain Rahman came on shortly after 14:30.
Wanted to see my passport (didn’t want to see the room or anything) and explained that he’ll be asking questions on various vessels through different parts of the syllabus and then we’ll go more in depth. Asked when I’d completed my Ch.Off’s ticket (a long time ago!!) and what syllabus id being following now, i said MGN 69 for Masters-Started on a Cape size bulk carrier, due to depart in 3 hours, loading complete and pilot coming on departure. I arrive on the bridge at 6am, what would I expect to be done, and get ready for departure? ( mentioned as per SOLAS ch5, reg 34 what i would expect as Master from the passage plan, and what was to be done, then went through the list of everyone’s responsibilities for departure as per the notes.)
-Since the vessel was very deep draft (21m) what did I understand of Dynamic UKC?
-During a tight turn in the channel, the vessel starts to shake and slows to a stop what has happened and actions? Grounding and initiated SPARRC.
-Tide is falling what am i looking for now? ( i mentioned additional stresses, BM & SF, and making sure the ER had the right suction as well as SOPEP watch, but he seemed to be looking for something else but we moved on)
-Tide is now HW, vessel is free and in the anchorage, pilot is gone. What am i going to do now and who to report too?
-What certificates are affected?
-3/O reports a low level alarm on the WIS on the alarm panel, actions?
-Now on a small cargo vessel and the 2/O has gone ashore and not come back Actions?
Well into it mentioned the agents has reported back he’s been found in a hospital Morgue, Actions?
-2 new replacements join the vessel, and Indian 2/O and a 17yr old female British cadet how to sign them on. ( when i got to the CRA for the 2/O, he said he didn’t have one. I hit a total blank, then mentioned after about getting the company to get an emergency CRA as per MSN 1867)
-After signing on the cadet, wanted to know about HOR for a 17 year old cadet.
-What are the 6 aspects of the ISM code (SOCREM)
-What is in a DMLC1 and DMLC2, name all the items.
-Put me on a container in China, the local PSC have came onboard for inspection after a pilot reported my vessel, what type of inspection.
-During inspection C/O reports the emergency generator won’t start locally on Manual crank, Actions? ( before I started on the whole RA and CAP etc, i said I’d get the C/E to look at it first and if he can’t fix it get a technician from shore to fix it……and he said, they got it fixed…..much to my surprise!!)He then shared his screen and had me in a north lane of a TSS heading east, with a FV on my port side heading south. Said that don’t bother with the compass bearings etc, every ship he gives will be ROC.
I know from previous orals reports that he is of the understanding that as soon as there is ROC, the impeding rule doesn’t matter anymore and responsibilities apply, so in this case (going against what e-sailor says for this occasion) I said that since he is now impeding me, he clearly hasn’t taken early action as per 8F1, Rule 8f3 now dictates that I must take action. As the beginning of rule 10 says that “This Rule applies to ………..and does not relieve any vessel of her obligation under any other rule”, so there for I will apply rule 18 responsibilities and alter my course to stbd as I am now give way under Rule 16.
Controversial I know….but.He then stuck and simple red over white (nothing else) and asked what she was doing, day signal and fog signal.
Shortly after he informed I had passed. To be honest I was surprised, it had only been 50 mins and I hadn’t answered some of the questions as well as id hoped, but he told me id covered almost all the points he was looking for from me, and that I’d done very well in some areas, in particular aground (thanks Vinil for the SPARRC lesson).
I’ll take it!!We chatted for 5 mins after about the colleges I attended as Cadet (Very Very long ago) and for my Ch.Off’s. I must say he was a very fair examiner, was very relaxed, put me at ease and guided me where necessary.
Thanks to Vinil and GMA for the help and class notes, priceless and much appreciated, and also to Paul and the guys at Whitehorse for their additional help, was defo a big help in preparation.
