I signed into the meeting joining link 15 minutes before and waited, he joined straight on the hour and introduced himself. He explained the rules of the exam and I had to rotate the camera for him to see the room, showed my passport and any objects on the desk. He also explained that candidates were being randomly assigned to any office once they applied for an online exam. He asked what type of ships I sailed on and said ok you will be a chief mate for the entire exam on a Gas carrier unless he said otherwise.
1) Joining a ship as C/M, tell me everything how you will take over.
2) What certificates do you expect to be issued under the ACS?
3) What is the ACS?
4) How to prepare the ship for Dry Docking, including anything about P force and required trim.
5) Leaving the dry dock and going to load port, as Master what do you need from your officers to prepare for arrival? Any info from Agent or Shipper?
6) Back as C/M on the berth loading Gas, AB report a leak to you there’s a leak on manifold, Actions?
7) Explain annual testing for Davit launched lifeboats (Not free fall).
8) Explain simulated free fall launch procedure for free fall lifeboat.
9) What are some Recognized Organizations?
10) GMDSS – Tell me the range of HF, MF, and VHF.
11) What are the frequencies for received messages on HF & MF DSC as well VHF.
12) You receive an undesignated distress message on MF dsc, Actions?
13) What are Prohibition & Improvement Notices?
14) Tell me the Full Intact Stability Criteria for your vessel.
15) As C/M on bridge during pilotage, master goes down for tea, pilot does wrong maneuver and ship runs aground, Actions?
16) After doing soundings you realize 2 Ballast tanks are punctured under the hull, actions? Managed to get the water to be pumped to other holding tanks, then he said the
holding tanks are starting to over fill and ship stability is becoming unstable, what will I do? I said ok I will request for a barge or other vessel to transfer the water to their tanks, he said no vessel/barge coming for next 6 hours. I was reluctant to pump overboard from the holding tanks due to any oil mixture that may develop but from his feedback he was looking for OVER RIDING FACTOR where the master can discharge overboard to save the life of the ship/people.
17) Onto about 5 lights, 5 buoys – nothing difficult, was basic.
18) 1 restricted visibility radar plot – 2 targets showing vectors after 3 plots 6 minutes each. He asked what type of vector was it, he said I could’ve drawn it out on my own plotting sheet to determine it. After I figured out it was relative he said ok determine your action. 1 V/L on forward port bow going faster and steaming away, no risk of collision. Other V/L stbd beam at slower speed than own vessel steaming away from own ship. I told him there was no risk of collision from either vessel, showed him my completed plot with WOA triangles. My action was to keep my course and monitor the situation. He wasn’t happy but didn’t give much feedback afterwards he just said I f$%ked up with that question.
Was a fail for me, he gave fair feedback for the stuff I didn’t answer completely as well as that he was giving me hints but I just couldn’t put it into words for him. -
