    OOW Unlimited DECK SYLLABUS: C 02/09/2020 Capt. Mahmood Hassan Lowestoft
    1- Make sure your camera is facing the door into the room.
    2- Check the WIFI connection beforehand.
    3- Think before your speak. If you don’t understand the question ask the examiner to rephrase.
    4- Understand the difference between impeding and give-way relationships.
    I entered the exam using the ‘Join online’ link within the event in my calendar. Make sure to Log out of any college or personal Teams account. I met Captain Mahmood and Piers (invigilator) before the exam started. Captain Mahmood went through the procedure and what was going to happen. He told me to stay calm and said he’s just here to see what I know. As mentioned above, the most important part was to ask the question to be rephrased if you don’t understand. The following is what I can remember from the Exam. I think it’s important to note that it’s impossible to script, each question is based on something you’ve said. Stick to what you know. Try not to doubt the answers you give. The examiner gives nothing away.
    EXAM BEGINS What is GT and NT? What is the difference between GT and NT? You are joining the ship for the first time. After giving the Master your certificates what will you expect to happen? You mentioned ISM. What is ISM? What is an SMS? What did you SMS contain? Who is the DPA? Container vessel – You are taking over a deck watch. Tell me how you will do this? What will you check? Container vessel – How will you carry out a deck watch? You have security level one. What does this mean? What precautions will you take? You mentioned draught. What is TPC? What does it mean? What affects TPC? You note that a DG container in the wrong position. What are your actions? If I said there was a container in bay 07. What does this mean to you? 20ft If I said there was a container in bay 06. What does this mean to you? 40ft What is MARPOL? Which annex is garbage? Which annex is IMDG? You are assisting the chief officer in the maintenance of the Lifeboat davits. Your SMS doesn’t contain instructions on how to carry out such maintenance. Where else could you find this? You are checking life buoys. You find a lifebuoy with a damaged grab line. What publication will you use to find out how to replace the rope? Draw the differed equilibriums of a vessel. Which condition is most likely to lead to an angle of Loll? You have an angle of Loll and you ballast pumps are broken. How will you fix the Loll? Lowering G by shifting weight down.
    Draw where you will move the weight on the vessel? From where to where? Moving weight from above G to below G. He only wanted a very simple explanation.
    BRIDGE What equipment did you have on your bridge? You are taking over the watch from the Chief Mate at night. How will you do this? What is ECDIS? You are on a vessel that has one ECDIS what are the chart carriage requirements for this? What types of chart can you get on ECDIS? What is an ENC? What is and RNC? What are the differences between ENC and RNC? What are the statutory alarms on an ECDIS? You find a ‘?’ symbol on the display. What does this mean? You mention RADAR. What are the inputs into ARPA? Your heading input is inaccurate. What ARPA data will this affect? So this will affect TCPA and CPA to? AIS – What data does AIS transmit? What is the range of AIS? What are the types of AIS data? What information will you input into the AIS? GMDSS – What areas did you operate in? What equipment is required for area A3? Bosun call the bride to say Man overboard Port side. What are you actions? He said remember to slow down especially on container vessels. (Deck cargo and transverse forces during the turn) You are on the bridge and the fire alarm panel indicates an alarm in the engine room. What are you actions? My answer here wasn’t detailed enough, he wanted to hear a lot more.
    BUOYAGE I was shown light signatures. The region was indicated in the top left.
    It was hard to get the rhythm. I’m not sure if it was my connection or the animation itself. I was allowed to repeat them. He wanted the buoy type only; – Port hand lateral mark – Starboard hand lateral mark – Safe water mark x2 – Preferred channel to Starboard region B I was then show the screen as shown below.
    I didn’t use the top marks at the bottom. He wanted me to describe the mark, shape, light, signature, top mark and then pick the correct action. 1 or 2. These included; Special mark (Stbd lateral significance) East Cardinal mark Starboard hand lateral mark Isolated danger mark

    COLREGS I was shown slides with animations. Day Good visibility Own vessel = Power driven Vessel This section was carried out at a very fast pace. He didn’t want me to quote the rules unless I thought it was necessary. Here the examiner was really interested in my knowledge of give-way and impeding relationships. After each answer he got me to tell him again who was the give way and who the stand on vessel. 14. Head on 15. Crossing vessel on port bow 15. Crossing vessel on starboard bow TSS. Sailing vessel crossing on my port bow CBD crossing from port side.
    Light and shapes. He wanted me to tell him the vessel, length, motion, aspect, fog signal and my action. CBD overtaking Vessel engaged in fishing outlying gear more than 100m Towing exceeding 200m Towing does not exceed 200m Ram Towing exceeding 200m Pilot vessel Underway crossing on Stbd bow
    Restricted visibility Actions when near or in an area in restricted visibility? Lookout hears one short blast forward of the beam. No RADAR target. What are you going to do? I stated the rule and said we should slow down to a minimum to keep on out course. Okay, you have slowed down. What else? I think he wanted me to call the Master. I said we would continue to monitor and possibly even take all the way off and change the sound signal to two prolonged blasts. He continued to push. You now hear two short blast forward of the beam. What will you do now? Anything else? At the time I thought he was trying to get me to alter my course. Then I realised I should probably call the Master…
    I hope this can help anyone coming up to their Oral. If I was to give any piece of advice it would be to learn the COLREG’s and to start early. As my head of year told me 3 years ago. “COLREGS is the bread and butter of this whole thing”. Capt. T.D.
