    Frazer Mitchell GMA CANDIDATE C/E Unlimited Exam – 09/03/2022
    Examiner: Philip Bulman (Dover Marine Office)
    Time: 0900-0950
    Result: Pass
    Examiner joined call and explained the various procedures, room check, document check etc. Very friendly guy who had looked at my previous sea service (mostly on large yachts) and had some general chit chat about that to calm the nerves. He mentioned that as I had been sailing as 2nd for a little while he would assume my general “nuts and bolts” knowledge was good enough so it would be mostly legislative and Management based questions.
    1. Role as C/E?
    2. What is the SMS, what is contained and how as C/E do I implement?
    3. What is ISPS? (I went in detail about SSO, SSP, MARSEC etc)
    4. What can you tell me about MLC? (I went in great detail about all 5 titles and what they contain?
    5. Minimum work/rest?
    6. Procedure for cases where min work/rest is exceeded? (Mentioned informing master/company of reason why, giving compensatory rest and logging on time sheets)
    7. List ship certificates?
    8. What certificates are Flag and what are Class responsibility? (Mention ACS here)
    9. What can you tell me about a Load Line survey and why we do it?
    10. During the load line answer I mentioned Watertight doors so he asked about them?
    11. Types of WTD, requirements, maximum closing time (60s) and then asked what was the minimum closing time which I answered 30s but he said 20s.
    12. Hose test of shell type doors (in reference to a ferry or yacht having these)
    13. You get a call at 2am from duty Eng, suspected scavenge fire? Actions? (Went in to a lot of detail here)
    14. Asked for usual causes of Scavenge fires?
    15. The call you received was now that there was a crankcase explosion and E.R fire?
    16. Mentioned Hi fog and Co2 systems in my answer so he asked about Hi fog first, system explanation?
    17. Co2 system explanation and release procedure in this fire scenario? (Went in to a lot of detail here from release procedure to dwell time to obtaining CoC, potential salvage needed, approved company to refill etc)
    18. I mentioned potential MAIB investigation of fire so asked me about MAIB (one good point he made is they have no prosecution powers)
    19. Your 3rd engineer reports a lot of water coming from Service tank drain (HFO system), what are the potential causes? ( I said about gravity disc selection, potential adjacent FW tank leaking, vent on deck leaking)
    20. Need to send someone in for inspection? What is the procedure there? What would you refer too? (Went in to big detail regarding SMS, COSWOP chapter 15, atmosphere tests, R.A and PTW and he stopped me before I had even got to entering the tank)
    Easy exam in my opinion and not what I was expecting at all. All made easier by the excellent teaching and material provided by Piyush at GMA. The oral prep course well worth doing. I talked a lot, so answered a lot of potential questions that could of stem from what he asked in my answers, hence the low number of questions. Any parts he wanted more he would prompt me. Zero electrical questions whatsoever which was nice.
