why a PDV can not sound signal if sailing vsl impeding her passage in tss as per rule 10 a sailing vsl should not impede the passage or safe passage of a vsl following the general direction of traffic flow as i have seen in module a pdv must take action to keep clear of sailing vsl , its bot confushing
If impeding safe passage, do, SV is responsible here. If impeding just passage, not do, PDV is responsible here. Rule 10(j) only talks about safe passage.
